The bill (Reg. No. 2160) suggests amending clause 3 of section VI of “Final and Transitional Provisions” of the Budget Code of Ukraine, stipulating the possibility of attracting sovereign credits (loans) by chief controllers of budget funds in order to undertake capital expenditures that exceed the established budget allocations. The bill suggests also supplementing part one of article 23 of this Code.

 

According to the conclusion of the Central Scientific Experts Office of the Verkhovna Rada of Ukraine Secretariat, the bill presupposes certain financial risk. The Central Scientific Experts Office draws attention to the fact that adoption of the informed decision in regard to the bill submitted requires the respective experts’ conclusion of the government.  

 

People’s deputies noted that the suggested amendments do not presuppose involvement of the Verkhovna Rada and the Committee on Budget in the process. Thus, it is suggested to supplement the bill with the provision according to which the decision of the government regarding granting of a state guarantee shall be conformed to the Committee on Budget.

 

The Committee suggested support these amendments to the Budget Code of Ukraine, however, limiting the time of their use (i.e. the provisions of the bill shall be in force until January 1, 2014).   

 

By results of consideration, the Committee took the decision to recommend the Verkhovna Rada adopt the bill as a basis and in entirety inclusive of certain supplements.
